The basic noise return path is the core conductor of the coaxial cable → radiation probe → shield of the coaxial cable.

Because it is not a loop that passes through the ground plane or EUT, the short plug is not required; however, coupling to the surroundings may change depending on whether the short plug is attached or not attached.

Therefore, either attached or not attached is acceptable, but we recommend standardizing on one condition.
