In IEC 61000-4-5 ed.3, why is 10/700μs surge used for outdoor communication lines over 300m?

When there is a long transmission line, the surge coming through it is expected to have a slow pulse and small energy waveform due to the L component of the wiring.
The 10/700?s simulates this and serves to complement the 1.2/50μs test.
Therefore, for outdoor communication lines of 299m or less, testing is conducted at 1.2/50μs.
