Impulse noise testing has been adopted in guidelines by the Japan Electrical Manufacturers' Association (JEMA), the Japan Electric Control Equipment Industries Association (NECA), and the CC-Link Association, among others.

In response to the "Law Concerning the Prevention of Environmental Pollution by Mercury," which permanently prohibited the manufacture and sale of testers using mercury relays, JEMA issued JEM-TR177 Amendment1 in 2020, specifying pulse rise times of 1ns or less, or 3ns or less.
